The Gujarat High Court has refused to set aside the domicile rule for medical admissions in the state. A petition filed by some students had challenged the rule which has reserved 85 per cent of seats for domicile students of the state.
The court also termed the rules framed by the state government, which also mandated that a student should have done his class 10 or 12 from Gujarat, as appropriate.
The state government had made it mandatory for students to give a domicile certificate if they wanted admission in medical courses in the state. It had also made it compulsory that students should have cleared Class 10 and 12 from the state if they wanted to compete as a local student for the medical seats.
Earlier, the rules required that a student should have only cleared Class 10 and 12 from the state to apply for the seats reserved for locals. The government brought in the domicile rule after several local students alleged that a network of coaching institutes was bringing students from outside the state and getting them to appear for Class 10 and 12 in Gujarat and thus cornering the seats meant for local students.
Deputy Chief Minister Nitin Patel, commenting on the victory in the HC, said that 15 per cent of seats in medical colleges were already reserved for students from outside the state. "But the 85 per cent of seats reserved for local students were also being cornered by students from outside the state and the domicile rule was brought to end the injustice."
